what really does isFrameNew?

I can’t understand from the documentation, nor from my testing. What really does the method videoGrabber.isFrameNew()? What does it mean that “Returns true, if the current pixels have changed since the last time isFrameNew() was called.”? Does it mean that if I’m recording a still image, frame are not grabbed? normally the fps of your application and your camera or video is not the same so if for example your app is running at 60fps and your video at 30fps, one in two frames is going to be the same as the previous frame so there’s no need to get it again, upload it to the texture or analyze it in opencv since it’s the same data that you already have.
