Noise on sphere

So I was thinking of playing around with some shaders and specifically purely educational purposes I’m hoping to achieve a look similar to JT Nimoy’s work on Tron (the noise on sphere):

Any thoughts of what could be a good way to get into this are welcome! Should I start with a 2d noise exploration of a visual match and then switch to 3d or best to start with a few concentric spheres to begin with?
